Lower Body Exercise

I need some information regarding my lower body situation. I am 39 yrs old, 140 lbs and I exercise 3x a week. I do cardio running twice a week 30 min each light weights total of an hour, sit-up etc once a week.
I have noticed my hips and thighs are getting bigger. I started getting lines on my abs which it looks like I have done things right i think ... I went to a b'day party yesterday but all the comments I received was bad..2-3 people said I look like I gained weight..from hips towards my legs.
I need to know maybe they notice the muscle I have but not noticing that its muscle not fat? Please let me know what am I doing wrong with my exercise pattern. Looking forward for your helpful response. Thank you.
